How the Experience-to-Qualification Program Was Developed
1999
Lisbon Recognition Convention
The Lisbon Recognition Convention is a cornerstone of the Bologna Process, designed to facilitate the mutual recognition of higher education qualifications and quality standards across European countries.
2008
European Qualifications Framework (EQF)
The EQF is an eight-level qualifications framework based on learning outcomes. It facilitates the comparison and recognition of qualifications across European countries by linking national qualification frameworks.

EU Recommendation on Micro-Credentials
On June 16, 2022, the EU adopted a recommendation to promote the development and recognition of micro-credentials to support lifelong learning and enhance employability.

The Global Reach of APEL.Q
APEL.Q has been widely adopted in many countries. In Southeast Asia, Malaysia was the first country to implement APEL.Q at the national level, led by the Ministry of Higher Education.
